The City of Lynn is soliciting bids for the following:

PONDVIEW TEAMS FACILITY RENOVATION (REBID)

Scope of work includes, but is not limited to, the site improvements to and renovation of the existing Pondview senior day care facility at 112 Kernwood Drive Lynn, MA 01901, into a TEAMS classroom building for physically and developmentally challenged students. The building shall be renovated so as to meet all requirements of the Contract Documents prepared by Habeeb & Associates Architects, including, but not limited to, the plans and specifications for the City of Lynn, Pondview Teams Facility Renovation, 112 Kernwood Drive, Lynn, MA 01901.

The work is estimated to cost $3,000,000.00.

Bids are subject to the stricter requirements of M.G.L. c.149 §44A-J and Federal Regulation 2 CFR 200 and to minimum wage rates as required by M.G.L. c.l49 §§26 to 27H inclusive and Federal Davis Bacon Act.

General Bidders must be certified by the Division of Capital Asset Management and Maintenance (DCAMM) in the following category of work General Building Construction and must submit a current DCAMM Certificate of Eligibility and signed DCAMM Prime/General Contractor Update Statement (Form CQ 3).

Filed Sub-Bidders must be certified by the Division of Capital Asset Management and Maintenance (DCAMM) for the trades listed below and must submit a current DCAMM Certificate of Eligibility and signed DCAMM Sub-bidder’s Update Statement.

This project is being Electronically Bid (E-Bid). All bids shall be submitted online at www.biddocs.com.. Hard copy bids will not be accepted by the Awarding Authority. Interested parties must register as electronic bidders. Instructions are provided in the bid documents. All Addenda, if issued, will be posted through the www.biddocs.com system.

Filed Sub-Bids for this project will be accepted from eligible bidders until 4:00PM, Wednesday, May 15, 2024, and will be publicly opened, forthwith online.

General Bids for this project will be accepted from eligible bidders until 4:00PM, Thursday, May 23 2024 and will be publicly opened, forthwith online.

Each general bid and filed sub-bid shall be accompanied by a bid deposit in the form of a bid bond, or cash, or a certified check on, or a treasurer's or cashier's check issued by a responsible bank or trust company, payable to the City of Lynn in the amount of five percent (5%) of value of the bid. Bid deposits will be dealt with as provided in Massachusetts General Laws, Chapter 149, Section 44B.

Bids shall be made on the basis of the higher Minimum Wage Rates as determined by the Commissioner of Labor and Industries, Pursuant to the Provisions of Chapter 149, Sections 26 to 27D inclusive of Massachusetts General Laws and the Federal Davis Bacon Wage Rates, copies of which is attached to and is made a part of the Contract.

Bidders’ selection procedures and contract award shall be in conformity with applicable statues of the Commonwealth of Massachusetts.

Performance and Labor and Materials payment bonds in the full amount of the contract price will be required from the successful bidder.

The Awarding Authority reserves the right to reject any or all general bids, if it be in the public interest to do so, and to reject any sub-bid on any sub-trade if it determines that such sub-bid does not represent the sub-bid of a person competent to perform the work as specified or that less than three such sub-bids were received and that the prices are not reasonable for acceptance without further competition.

FECTEAU-LEARY SCHOOL ROOF REPLACEMENT
33 NORTH COMMON STREET
LYNN, MASSACHUSETTS

Scope of work includes, but is not limited to, installation of a new EPDM roof system on top of existing roof system (Go-Over). Other works include demolition of abandoned penetrations, satellites, and exhaust vents, replacing roof drains, removal & replacement of deteriorated tongue & groove wood decking and wood blocking, repointing mortar joints, replacing doors, miscellaneous mechanical & electrical disconnects, installing walkway pads and safety rails and installing through-wall scuppers.

The work is estimated to cost $441,130.

Bids are subject to M.G.L. c.149 §44A-J and to minimum wage rates as required by M.G.L. c.149 §§26 to 27H inclusive.

INVITATION FOR BIDS
LYNN SENIOR CENTER RENOVATIONS
GLASS AND GLAZING SUB TRADE – REBID ONLY

The City of Lynn, the Awarding Authority, invites sealed bids from qualified bidders for the Lynn Senior Center Renovations at 37 FRIEND STREET LYNN, MA, in accordance with Contract Documents prepared by Gienapp Architects, LCC, 20 Conant Street, Danvers, MA 01923.

The project generally consists of renovation to the existing Senior Center facilities with most of the work partially renovating the first floor and installing a new stair up through to the third floor. Work includes Architectural and MEP/FP improvements and ancillary work to utility tie-ins. The original facility was constructed in 1988.

The estimated cost of the project is $1.4M

Sealed bids for the filed sub-trade designated below will be received until 11:00 AM on Wednesday, May 15 2024.

Sealed bids for the General Contract will be received until 11:00 AM on Monday, April 29, 2024

Each General Bid and Filed Sub-Bid on this Contract must be accompanied by a copy of a Certificate of Eligibility issued by the Massachusetts Division of Capital Asset Management showing that the bidder has the classification and capacity rating to perform the work required. Each bid must all be accompanied by a Contractor Qualification Statement Update. The Awarding Authority will furnish copies of the Contractor Qualification Statement Update form to any bidder on request. Any bid submitted without the appropriate Certificate of Eligibility and Contractor Qualification Statement Update shall be invalid.

In order to be eligible to bid on this Contract, a General Bidder must be certified for the estimated project cost. The general bidder must be certified in General Building Construction.

Bidding procedures and award of the Contract will be in accordance and are subject to the stricter requirements of M.G.L. c.149 §44A-J as amended and Federal Regulation 2 CFR part 200.

The Awarding Authority will reject general bids when required to do so by the above-referenced General Laws. In addition, the Awarding Authority reserves the right to waive any informality in or to reject any or all general bids if it be in the public interest to do so.

McManus Park Renovations

The City of Lynn, the Awarding Authority, invites sealed bids from General Contractors for the McManus Park Project in Lynn, Massachusetts, in accordance with the documents prepared by Activitas dated April 17, 2024.

The Project consists of: The City of Lynn – McManus Park – located at 138 Commercial Street will include site work to renovate the athletic fields, add a walkway as well as landscaping.

The work is estimated to cost $7,000,000.00 (including all Alternates).

Bids are subject to M.G.L. c.30 §39M and to minimum wage rates as required by M.G.L. c.l49 §§26 to 27H inclusive.
