Job Title: Engineering Records Coordinator

Salary
$100,000-115,000, plus benefits
Overview:
Under the direction of the Mayor’s office and the Commissioner of Public Works, this position is directly responsible for the City’s record drawings, and survey notes including public records requests of same. The position also administers the department’s street opening permitting system and coordinates with contractors regarding work on or in public streets. The Coordinator will oversee and guide transportation infrastructure improvement projects in both the near and long term and will administer the development and implementation of city standards and practices. The position will participate in infrastructure planning in the City including streets, traffic operations, and related consultant services. The Coordinator will serve as a key resource between the Mayor’s Office, Planning Department, Community Development and the Department of Public Works, and external stakeholders, ensuring seamless communication, collaboration, and execution of strategic initiatives and projects.
Duties include but are not limited to the following:
• Oversee the Department of Public Work Street Opening permitting program
• Issue Street Opening Permits and Street Obstruction Permits
• Ensures that work is performed in accordance with requirements within the Street Opening Permit Manual.
• Review work performed by City hired and/or third-party contractors during/after work.
• Working with the City Solicitor and Purchasing Department reviews and approves Contractors insurance, bonding documents, and permit applications.
• Processes deposits for street opening permits and invoices for certain utility companies’ ongoing permits.
• Maintains City’s inventory of record drawings.
• Develops program and project budgets, schedules, work plans, labor utilization and cost estimates/projections.
• Maintains technical skills to interpret construction methods, contracts and project drawings.
• Performs supervisory role towards City snowplow contractors on a limited basis (seasonal)
• Assists with special projects citywide, across and within departments, to enhance efficiency, effectiveness, coordination, collaboration, consistency, accessibility and outcomes.
• Troubleshoot a wide range of operational and programmatic issues and concerns.
• Advise the Mayor’s Office and the Commissioner on the current state or challenges to identify opportunities. Gather and synthesize information into clear documentation, findings, and recommendations.
• Develop and implement policy and procedures related to programs, activities and operations.
• Work with relevant departments to ensure timely implementation of priority initiatives.
• Facilitate the on-time completion of high-quality work products that achieve program objectives.
• Update and utilize project-related documents including schedules, project plans, presentations, meeting agendas, minutes, and status reports, as needed, to manage staff, consultants and tasks.
• Prepare and deliver informative, well-organized presentations to communicate relevant information to stakeholders, including developing and presenting recommendations, briefing materials, and project updates
• Assist in the preparation and administration of relevant department budgets.
• Coordinate with ISD for the oversight of traffic signal optimization and street light maintenance.
• Under direction of the Mayor’s office and the Commissioner, will represent the City in the design and engineering of roadway improvements, and lead project implementation and oversite during construction phase of roadway construction projects.
• Represent the city at meetings, events, and conferences as relevant.
• Research and write and submit relevant funding applications on behalf of the City.
• Perform related duties as required.
• Perform special projects as assigned by the Mayor’s office and the Commissioner.
Education and Experience:
Bachelor’s Degree in civil engineering, or land survey and/or construction management and 3 to 5 years of related experience; or any equivalent combination of education, training and experience which provides the required knowledge, skills and abilities to perform the essential functions of the job. Engineer-in-training credentials preferred. Work will be under the direction of a Professional Engineer and can be counted towards professional licensure.
Requirements and Qualifications:
• Ability to establish and maintain effective working relationships with staff, contractor, stakeholders and designers.
• Ability to work independently and complete assignments to meet deadlines and budgets.
• Ability to produce correspondence, reports and utilize Microsoft Office.
• Ability to work outdoors, in an office environment and on construction sites.
• Ability to manage time skills and monitor and manage multiple projects simultaneously.
• Knowledge of the principles and practices of road construction procedures, land survey. procurement law and construction project management practices.
• Ability to maintain records; and skill in preparing reports.
• Ability to communicate effectively and clearly in written, verbal and electronic communications.
• Must possess a Massachusetts Driver’s License.
