Overview:
The City of Lynn seeks a dynamic, motivated person with strong interpersonal skills to ensure the success of the Lynn Calm Team. The inaugural Lynn Calm Team Program Administrator will provide administrative and supervisory oversight of the newly established unarmed response team for the City of Lynn. The Lynn Calm Team is an exciting initiative that enhances the safety and wellness of the community by providing community-driven, care-oriented responses to mental and behavioral health and community challenges.

The successful candidate will be human-centered and operate from an equity lens. They will be able to launch a new program and help shape the vision for the program and its long-term sustainability. This position will be part of a team in the Public Health Department, and report to the Director of Public Health with support from the DEI Officer in the Mayor’s Office. The Program Administrator is responsible for overseeing all aspects of the partnership and contract with the City’s vendor for providing services.

Responsibilities:

The Lynn Calm Team is an evidence-informed program rooted in harm reduction, racial equity, and trauma-informed response principles that will provide non-emergency response services to non-violent quality of life and behavioral health and community concerns. The Program Administrator will work closely with the City’s service providing vendor (“vendor”) to ensure the philosophy and execution of the program align with the mission, vision, and values of its community origin. Specific duties and responsibilities include, but are not limited to, the following:

- Manage the program and its services within allocated budgetary parameters
- Develop the program budget and perform all budgetary reporting duties
- Represent the City in discussions, collaborations, and negotiations with the City’s vendor
- Ensure vendor fidelity to the Memorandum of Understanding (MOU) with the City, and collaborate on future updates to the MOU
- Manage and track all program data, including issuing regular requests from the City’s vendor
- Prepare regular reports and other program activity accounting to the Mayor’s Office, the Public Health Department, and the Community Advisory Committee for the Lynn Calm Team, and any funders
- Developing program protocols for interactions with City public safety and public health departments
- Collaborate in the development, implementation, and monitoring of program policies and procedures which includes continuous training for the team on a variety of topics including cultural competency and other related trainings that provide anti-racist education
- Collaborate with City public safety and public health staff to improve program and service delivery
- Locate and facilitate training opportunities for professional development for public health and Lynn Calm Team staff to improve quality of care and service provision
- Provide social services navigation services for the public and for Lynn Calm Team clients when requested
- Respond to calls for service with the team
- Accompany Lynn Calm Team staff on calls one weekend a month (Saturday and Sunday) and on a regular, designated weekday rotation to ensure program effectiveness and to provide quality control oversight
- Conduct community outreach activities to promote the program within the community and gather community feedback about program implementation
- Participate in meetings with community stakeholders to support Lynn’s most vulnerable populations, including regular and periodic meetings with public safety and other community supports
- Build relationships of trust with Lynn Calm Team clients, the community, stakeholders, elected officials, and City Departments
- Initiate and coordinate efforts to attract further investment in the program including applying for grants from private foundations and local, state, and federal sources, as well as partnerships with local entities to ensure the sustainability of the project
- Provide staffing support to the Community Advisory Committee to make sure the Lynn Calm Team program is implemented in a way that honors the programs, mission, vision, and values, including addressing racial inequities
- Address client, community, stakeholder, partner, and Community Advisory Committee concerns in a timely manner
- As this is a new role, additional duties may be assigned as the position evolves

Necessary Qualifications:
- Either a bachelor’s degree (in Social Work, Human Services, Public Health, or related field, preferred) with three (3) to five (5) years of experience OR five (5) to seven (7) years of experience working in social services, public health, behavioral health, or crisis management services.

- Flexibility, ability to prioritize, and experience working on multiple tasks efficiently and effectively
- Experience with budgets, grants, and other development activities
- Sensitivity to multicultural populations and their experiences and perspectives
- Strong proficiency in Microsoft Windows Office Suite (Outlook, Word, PowerPoint, Excel)

Preferred Qualifications:
- Three (3) years of experience in providing effective and culturally relevant social services
- Experience with oversight of data collection and management of data collection systems
- Experience working in Lynn or with a similar community
- Understanding of community mental health services
- A proven track record of leading with a diversity, equity and inclusion lens
- Community outreach experience
- Fluency in one of Lynn’s predominant languages other than English
