Overview
The City of Lynn seeks a diligent, thorough, detail-oriented attorney to join the City’s Law Department for an initial term of three years, per Section 6-5 of the City of Lynn Charter, as an Assistant City Solicitor. The successful candidate will work well in a fast-paced environment, be engaged and proactive with other members of the Law Department team under the direction of the City Solicitor, and have experience working in municipal government. The Assistant City Solicitor is appointed by the Mayor of the City of Lynn, subject to confirmation by the Lynn City Council, and will be a full-time employee working in person at Lynn City Hall during regular business hours.
Duties and Responsibilities
• Be a practicing attorney in good standing and duly admitted as an attorney and counselor in the courts of the Commonwealth of Massachusetts.
• Work under the general supervision and direction of the City Solicitor.
• Assist the City Solicitor in the duties of their office as defined by ordinance.
• Appear at City Council meetings, committee meetings, members of municipal boards and commissions as directed by the City Solicitor.
• Assist in the defense and prosecution of legal actions brought by and against the City of Lynn.
• Assist in the drafting of all municipal ordinances.
• Advise the Mayor, City Council, and Department Heads on matters relating to municipal government.
• Expected to appear before the Federal Court, Superior Court, District Court, Massachusetts Commission Against Discrimination (MCAD), and other federal and state tribunals.
• The City Solicitor may reassign the duties of the Third Assistant City Solicitor at any time based upon the needs of the office.
Qualifications
• Admission to Massachusetts Bar required.
• Admitted or will be admitted to the Federal Courts within three (3) months of appointment.
• Experienced in litigation, including conducting depositions and trials.
• Strong written and oral communication skills.
• Experience in municipal government strongly preferred, including but not limited to:
o The defense of Massachusetts General Laws (MGL). c. 258 claims. 84 claims, civil rights actions, MCAD claims
o Representation of municipalities before the Massachusetts State Court of Appeals, and the Supreme Judicial Court
o Experience in public records law, open meeting laws, Massachusetts Building Codes, MGL. c. 30B, conflicts of interest law and MGL c. 268A.
o Experience with 30A and administrative hearings.

This is a Level 2 Department Head position subject to confirmation by the Lynn City Council.
