Overview:

The City of Lynn seeks an experienced, disciplined, results-oriented director of its newly established Capital Planning division. Under the auspices of the Chief Financial Officer, the Director of Capital Projects will oversee all new school construction and capital projects related to the City’s substantial facilities portfolio including City Hall, public safety, schools, public works, and library buildings. The ideal candidate will have municipal capital planning experience and detailed knowledge of the Massachusetts School Building Authority (MSBA) processes and procedures.

Requirements:

• Coordinating and managing all capital projects, including new school construction and all construction projects exceeding a cost of $25,000, facility renovations and infrastructure upgrades through the use of both internal and external project managers and resources.
• Responsible for all daily operations for the Capital Projects team including, but not limited to, personnel management. developing and maintaining a comprehensive project controls program for quality assurance, budget control, consistent project delivery and operational continuity across the facilities portfolio.
• Provide support and supervision to all members of the Capital Projects team to ensure that programmatic objectives are delivered on time, within budget, and align with the City’s capital planning needs.
• Serves as principal advisor to the Mayor, Chief Financial Officer, and Superintendent of Schools on all capital planning needs and requests.
• Oversees the City’s Energy Manager and portfolio, review’s energy usage, works with the utility companies to propose and implement energy reduction programs.

Qualifications:

Bachelor’s degree in Design, Architecture, Engineering, Construction Management or relevant discipline required.
• Minimum ten (10) years of progressive experience in design, architecture, engineering and/or construction management and working with multi-disciplinary client teams on project design development. Municipal experience, particularly within the Commonwealth of Massachusetts, is strongly preferred.
• Minimum five (5) years as Owners Project Representative on major capital, renovation and infrastructure projects in a large institutional setting with direct experience on project programming, scoping and estimating.
• Minimum five (5) years executive level collaboration with cross departmental professionals.
• Must have at least five (5) years of experience working on capital projects funded by the Massachusetts School Building Authority (MSBA)
• Must have at least three (3) years of experience working with Massachusetts procurement laws (Chapter 30B).
• Demonstrated working knowledge of Building Codes, ICC Codes, and ADA regulations.
• Working knowledge of environmental rules and regulations relating to building and site construction.

This position is subject to confirmation by the Lynn City Council.
