Position Overview
The City of Lynn is seeking an enthusiastic and skilled Communications Manager to support the communications operations of the office of Mayor Jared Nicholson. This role is responsible for helping deliver the Mayor's message to residents, stakeholders, and the media across a range of platforms.
The ideal candidate is a strong writer and communicator who is eager to grow in a public sector environment and is committed to transparent, accessible, and responsive public communication. This position reports to the Chief of Staff and works collaboratively with the Mayor's Office team.
Key Responsibilities
Media Relations
• Serve as the primary point of contact for local, regional, and national media outlets.
• Draft, edit, and distribute press releases, statements, advisories, and media kits.
• Coordinate and prepare the Mayor and senior staff for press conferences, interviews, and public appearances.
• Monitor local and regional news coverage and provide daily media briefings to the Mayor's Office.
• Build and maintain strong working relationships with journalists, editors, and broadcast producers.
• Manage crisis communications, developing rapid-response messaging as needed.
Social Media & Digital Communications
• Develop and implement a comprehensive social media strategy across platforms including Facebook, Instagram, LinkedIn etc.
• Create, curate, and schedule engaging content that reflects the Mayor's priorities and city initiatives.
• Monitor social media channels and engage with residents in a timely and professional manner.
• Track and analyze digital analytics to evaluate the effectiveness of communications campaigns and adjust strategy accordingly.
• Manage the Mayor's Office section of the city website, ensuring content is current, accurate, and accessible.
Content Creation & Campaigns
• Write and edit speeches, talking points, op-eds, newsletter content, and community correspondence on behalf of the Mayor.
• Produce and oversee production of video content, graphics, and multimedia for digital and traditional channels.
• Design and execute public information campaigns around city priorities, programs, and initiatives.
• Collaborate with city departments to ensure consistent messaging and branding across all municipal communications.
Events & Public Engagement
• Plan and manage press conferences, community forums, and other mayoral public events.
• Coordinate logistics for media access at official events, including credentialing and press area setup.
• Identify opportunities for proactive community engagement and positive earned media.
• Represent the Mayor's Office at community events as needed.
Internal Communications & Coordination
• Partner with department communications staff to align messaging citywide.
• Primary content creator for major city department (ex: Public Works, Parks and Recreation, Inspectional Services, Planning, City Clerk, Human Resources).
• Develop and maintain a master communications calendar for the Mayor's Office.
• Support the Mayor's Office in responding to constituent inquiries that require a communications response.
Constituent Services & Resident Assistance
• Answer constituent mail and emails forwarded from the Mayor’s inbox.
• Respond to constituent inquiries, phone calls, and in-person visits.
• Serve as a liaison between residents and city departments to resolve complaints, answer questions, and report issues.
Qualifications
Required
• Bachelor's degree in Communications, Journalism, Public Relations, Political Science, Public Administration, or a closely related field. A combination of education and/or communications experience will be considered in lieu of a degree.
• Minimum of two (2) years of experience in public relations, communications, journalism, or a related field.
• Demonstrated experience working with traditional media (print, broadcast, digital news).
• Proficiency in social media platforms and content management tools.
• Exceptional written and verbal communication skills, including the ability to write clearly and compellingly for a variety of audiences and formats.
• Strong organizational skills with the ability to manage multiple priorities and meet tight deadlines.
• Ability to work flexible hours, including evenings and weekends, in response to breaking news or special events.
Preferred
• Experience in government, public sector, or elected official's office.
• Familiarity with AP Style.
• Experience with graphic design tools (e.g., Canva, Adobe Creative Suite) and video production.
• Knowledge of municipal government operations and local policy issues.
