Overview:
The City of Lynn invites qualified applicants to apply for a City Assessor position. The City Assessor will work under the direction of the Director of Assessing and serve as a full-time member of the Board of Assessors.
The Assessing Department consists of the Director, two full-time city assessors, a field appraiser, an administrative assistant, and two clerks. The Assessing Department operates under the auspices of the Chief Financial Officer.
Duties and Qualifications:
This position supports the Director of Assessing and the Board in all aspects of standard assessing procedures and functions, including, but not limited to, data collection, data entry, sales analysis, property valuation, abatements, and exemptions. This position ensures that all real and personal property is assessed fairly and equitably in accordance with Mass General Laws, Department of Revenue (DOR) regulations, and accepted appraisal practices.
Assisting the Director in preparing the annual tax roll for billing of real and personal property and in planning and executing five-year recertification projects. Reviewing abatement and exemption applications, supervising, and assisting support staff.
Minimum Requirements:
Certification as a Massachusetts Accredited Assessor or another MAAO professional designation, or progress toward obtaining it. A bachelor's degree or relevant valuation experience is required.
Effective communication skills. Microsoft Office proficiency. Familiarity with AP5 CAMA, GIS, Aerial Imagery, and MUNIS (a Tyler Technology product) preferred. Bilingual/bicultural applications strongly encouraged to apply. When applicants are substantially similar in terms of qualifications, preference will be given to candidates who have resided in the City of Lynn for a continuous twelve-month period prior to the date of posting.
