Job Title: Benefits Administration Specialist
Vacancies: One (1) Full Time, Three-year contract
Work Hours: City Hall hours, evening and weekend work as needed.
Salary/Hourly
$73,000-$78,000, plus benefits
Duties & Qualifications:
• Primary point of contact for retirees regarding insurance benefits including but not limited to health, dental, life, and vision, including processing qualifying life events for retirees.
• Responsible for converting retirees to Medicare upon reaching the age of 65.
• Convert employees to retirement status, including the transfer of pension deductions.
• Process and maintain retiree deductions with the Lynn Retirement Board and Massachusetts Teachers’ Retirement System (MTRS).
• Process life insurance claims.
• Serve as COBRA Administrator.
• Serve as backup for enrolling new hires in health, dental, life, and vision insurance programs.
• Serve as backup for managing qualifying life event process, including monthly reminders to employees.
• Plan seminars, fairs, and virtual workshops to promote benefit offerings.
• Facilitate direct billing for city employees and retirees on who are not paying for benefits via payroll deduction. Assist with turnbacks to the Treasurer/Collector.
• Assist in facilitating, processing, and promoting annual Open Enrollment in coordination with the Benefits Administration Manager, Personnel Director, and Internal Auditor.
• Perform monthly audits and reconciliation of all benefits.
• Facilitate enrollment in Medicare for eligible retirees, and monitor retiree status to ensure migration for those not Medicare eligible at time of retirement.
• Coordinate the offboarding process for employees transitioning to retirement.
• Reconcile City and CMS insurance payments on a monthly basis.
• Serve as the point person for all voluntary benefits management processing, including but not limited to Voluntary Life, FSA’s and Deferred Comp.
• Produce and update the annual Benefits Guides for all City employees.
• Process accounts payable for benefit bills.
• Invoice employees, retirees, and/or surviving dependents for insurance.
• Assist the Benefits Administration Manager in responding to employee inquiries related to benefits coverage.
• Facilitate the annual Retiree Open Enrollment.
• Reconcile and process turnbacks for retiree insurance premium deductions (City/MTRS).
• Process turnbacks as required.
