Plumbing Services

The City of Lynn is soliciting bids from licensed plumbing companies to provide installation, repair and maintenance services on an as needed basis in all school and municipal buildings located in Lynn Massachusetts.

Work may include but not limited to all labor, tools, equipment, transportation and supervision necessary to accomplish all plumbing installation, repair and replacement services at all buildings under the control of the Inspectional Services Department for the City of Lynn. Work includes but is not limited to drains, pipes, pumps, hot water tanks, kitchen and bath fixtures, toilets and water treatment. Estimated annual spending is $1,000,000 annually.

Specifications may be obtained starting, Wednesday, September 24, 2025 at Lynn City Hall, Purchasing Department, Room 206 (formerly Rm 205), 3 City Hall Square, Lynn, MA 01901. Specifications will be available via email/mail by contacting the purchasing department at 781-586-6893 or by email at: [email protected]. Specifications are available until the due date specified below.

Bids must be submitted in a sealed envelope clearly marked: “#03-640 – Plumbing Services Bid”. All bids must be submitted to the purchasing department, at the above address no later than Thursday, October 9, 2025 at 11:00AM

All General Bids must be accompanied by a copy of a Department of Capital Asset Management and Maintenance (DCAMM) “Certificate of Eligibility” (DCAMM Form CQ-7) and a “Contractor Update Statement” (DCAMM Form CQ-3). The category of work for which the Bidder must be certified is: Plumbing

Bid must be accompanied by a bid deposit that is not less than five (5%) of the total bid price in the form of certified check, cashier’s check or bid bond payable to the City of Lynn.

Bids are subject to M.G.L. c.149 and to the minimum wage rates as required by M.G.L.c.149 §§ 26 - 27H. Bid under M.G.L. c.149

CITY OF LYNN
REQUEST FOR PROPOSALS
LEASE OF COMMERCIAL SPACE

The City of Lynn, in partnership with the Trustees of the Grand Army of the Republic Hall and Museum (“GAR”), is accepting proposals for the lease of ground floor commercial space at 56 Andrew Street, Lynn, MA (“Commercial Space”).

Up to approximately 5,200 square feet is available, to a tenant or tenants that will support the mission of the building and its Trustees. The priority space is the ground floor space, but Trustees are willing to explore proposals that lease additional space indicated as leasable in the Concept Plan.

Requests for Proposal specifications may be obtained starting, Wednesday, August 6, 2025 at Lynn City Hall, Purchasing Department, Room 205, 3 City Hall Square, Lynn, MA 01901. Proposals must be clearly marked and submitted in a sealed envelope to the City of Lynn Purchasing Department, Room 205, 3 City Hall Square, Lynn, MA 01901 prior to 12:00 pm, Tuesday, December 30, 2025 Submission must be marked on outside of envelope with proposer name and address and reference to "RFP#03-635 Lease of GAR Commercial Space" submitted in form as required by RFP Specifications.

A Pre-Proposal Conference will be held Tuesday, August 19,2025 at 10:00AM at 56 Andrew Street, Lynn, MA 01901. Meet at the entrance. This conference will include a tour of the facilities. Additional site visits may be requested.

The City of Lynn reserves the right to reject any and all proposals as may appear in the best interest of the City. The contract will be awarded within 90 days after the proposal opening. The time for award may be extended for up to 45 additional days by mutual agreement between the City of Lynn and the Offeror.

The award is subject to the successful negotiations of an agreement which will be approved by the G.A.R. Board of Trustees, the Lynn City Council, and the Mayor.

The City of Lynn, through the Lynn City Council and Public Property Committee, is seeking qualified developers to submit proposals to purchase the City-owned parcel at 2 State Street in the City of Lynn, MA. The City will award to the qualified proposer offering highest price for the property.

Requests for Proposal (RFP) specifications may be obtained starting Wednesday, September 24, 2025. Specifications will be emailed or mailed upon request to [email protected] or calling 781-586-6893.

A Pre-Submission Meeting will be held on site Tuesday, October 14, 2025 at 10:00am. This will include a tour of the property.

Proposals must be clearly marked and submitted in a sealed envelope to the City of Lynn Purchasing Department, Room 206 (formerly 205), 3 City Hall Square, Lynn, MA 01901 prior to 12:00pm, Wednesday, November 5, 2025. The City reserves the right to reject any and all proposals as may appear in the best interest of the City of Lynn. The successful proposer must be prepared to enter into a Purchase and Sale Agreement no later than thirty (30) days from the date the sale has been awarded

Overhead Door Service as Needed

The City of Lynn is soliciting bids from contractors to repair and replace overhead doors on an as needed basis at various City/School buildings. Service are for on-call labor, materials, equipment, transportation, disposal and supervision necessary to perform repair at city municipal and school buildings as listed in specifications and as directed by the Inspectional Services Department.

Bids are subject to M.G.L. c.149 and to the minimum prevailing wage rates as required by M.G.L.c.149 §§ 26 – 27D. Bid under M.G.L. c.30, § 39M

Specifications may be obtained starting, September 24, 2025 at the City of Lynn Purchasing Department, Room 206 (formerly 205), 3 City Hall Square, Lynn, MA 01901. Specifications are available by email or will be mailed upon request at [email protected]. Specifications are available until the due date specified below. Reference Bid #03-641 when making request.

Bids must be submitted in a sealed envelope clearly marked: Bid# 03-641 Overhead Door Service. All bids must be submitted to the purchasing department at the address above no later than 2:00PM on Thursday, October 9, 2025 and will be publicly opened, forthwith. Emailed bids will not be accepted.
