The City of Lynn is soliciting bids for the following:
PONDVIEW TEAMS FACILITY RENOVATION
112 KERNWOOD DRIVE
LYNN, MASSACHUSETTS 01901

Scope of work includes, but is not limited to, the site improvements to and renovation of the existing Pondview senior day care facility at 112 Kernwood Drive Lynn, MA 01901, into a TEAMS classroom building for physically and developmentally challenged students. The building shall be renovated so as to meet all requirements of the Contract Documents prepared by Habeeb & Associates Architects, including, but not limited to, the plans and specifications for the City of Lynn, Pondview Teams Facility Renovation, 112 Kernwood Drive, Lynn, MA 01901.

The work is estimated to cost $4,000,000.00.

Bids are subject to the stricter requirements of M.G.L. c.149 §44A-J and Federal Regulation 2 CFR 200 and to minimum wage rates as required by M.G.L. c.l49 §§26 to 27H inclusive and Federal Davis Bacon Act.

General Bidders must be certified by the Division of Capital Asset Management and Maintenance (DCAMM) in the following category of work General Building Construction and must submit a current DCAMM Certificate of Eligibility and signed DCAMM Prime/General Contractor Update Statement (Form CQ 3).

Filed Sub-Bidders must be certified by the Division of Capital Asset Management and Maintenance (DCAMM) for the trades listed below and must submit a current DCAMM Certificate of Eligibility and signed DCAMM Sub-bidder’s Update Statement.

This project is being Electronically Bid (E-Bid). All bids shall be submitted online at www.biddocs.com.. Hard copy bids will not be accepted by the Awarding Authority. Interested parties must register as electronic bidders. Instructions are provided in the bid documents. All Addenda, if issued, will be posted through the www.biddocs.com system.

Filed Sub-Bids for this project will be accepted from eligible bidders until 2:00PM, Thursday, March 14, 2024, and will be publicly opened, forthwith online.

General Bids for this project will be accepted from eligible bidders until 2:00PM, Friday, March 22, 2024 and will be publicly opened, forthwith online.

Each general bid and filed sub-bid shall be accompanied by a bid deposit in the form of a bid bond, or cash, or a certified check on, or a treasurer's or cashier's check issued by a responsible bank or trust company, payable to the City of Lynn in the amount of five percent (5%) of value of the bid. Bid deposits will be dealt with as provided in Massachusetts General Laws, Chapter 149, Section 44B.

Bids shall be made on the basis of the higher Minimum Wage Rates as determined by the Commissioner of Labor and Industries, Pursuant to the Provisions of Chapter 149, Sections 26 to 27D inclusive of Massachusetts General Laws and the Federal Davis Bacon Wage Rates, copies of which is attached to and is made a part of the Contract.

Bidders’ selection procedures and contract award shall be in conformity with applicable statues of the Commonwealth of Massachusetts. Performance and Labor and Materials payment bonds in the full amount of the contract price will be required from the successful bidder.

The Awarding Authority reserves the right to reject any or all general bids, if it be in the public interest to do so, and to reject any sub-bid on any sub-trade if it determines that such sub-bid does not represent the sub-bid of a person competent to perform the work as specified or that less than three such sub-bids were received and that the prices are not reasonable for acceptance without further competition.

LIBRARY/CLASSROOM RENOVATIONS


The City of Lynn, MA, the Awarding Authority, invites sealed bids from Contractors for the Renovation Project at the Lynn – Breed Middle School – First Floor Library / Classroom Renovations in accordance with the documents prepared by Raymond Design Associates, Inc.

The Project consists of Classroom renovations. Work includes, but is not limited to selective demolition, new mechanical HVAC systems, new acoustical tile ceilings, new GWB partitions, new lighting / fire alarm and new finishes. Work also includes the temporary disconnect and reconnection of existing electrical and mechanical systems as required to install mechanical / electrical / fire protection and fire alarm.

The Work, including all alternates, is estimated to cost $1,500,000.

A Pre-Bid Meeting is scheduled for 3:30 PM, Tuesday, February 13, 2024, at the Breed Middle School, 90 O’Callaghan Way, Lynn, MA 01905 to familiarize bidders with the advantages and difficulties of the project site and ask questions. Due to state law regarding CORI requirements, no Bidder will be permitted access at any other time. Any Prospective Bidder who attempts to access the building without prior approval will be escorted off the property.

THIS PROJECT IS BEING ELECTRONICALLY BID AND HARD COPY BIDS WILL NOT BE ACCEPTED. Please review the instructions in the bid documents on how to register as an electronic bidder. The bids are to be prepared and submitted at www.biddocsonline.com .

The Metal Fabrication work is estimated to cost $70,000.00. The Painting Work is estimated to cost $26,000.00. Resilient Flooring Work is estimated to cost $110,000.00. The Acoustical Tile Ceilings Work is estimated to cost $70,000.00. The Alternate #2 Fire Protection Work is estimated to cost $35,000.00. The HVAC Work is estimated at $250,000.00. The Electrical work is estimated $220,000.00.

All bids for this project are subject to the stricter of Massachusetts, including M.G.L. c.149, §44A through 44H, as amended and Federal Regulations 2 CFR 200.

Project is subject to the minimum wage rates under the provisions of Massachusetts General Laws, Chapter 149, Section 26 through 27D inclusive and Federal Davis Bacon Act. Contractor is responsible to pay the higher of the two (2) wage rates.

The City of Lynn will reject general bids when required to do so by the above-referenced General Laws. In addition, the City of Lynn reserves the right to waive any informality in bidding and to reject any and all bids if it deems it to be in the public interest to do so.

Scope of work includes, but is not limited to, installation of a new HVAC system and air conditioning units, including associated mechanical and electrical work. Other works include full or partial demolition of the existing suspended ceiling and installation of a new ceiling, structural steel work, concrete work, and partial roofing work.
