Legal Services

The Mayor of the City of Lynn is requesting proposals from qualified law firms or individual attorneys for general, collective bargaining counsel and other related legal services.

Counsel is to provide legal advice and counsel on a variety of matters pertaining to all aspects of municipal government. The selected firm(s) or individual(s) will provide legal advice and support to the Mayor and department heads in the areas relating to, but not limited to collective bargaining, contract administration, litigation, civil rights, and interpretation of state and federal statutes and regulations.

Specifications will be available starting Monday, February 23, 2026 at the City of Lynn Purchasing Department room 206, Lynn City Hall, 3 City Hall Square, Lynn, MA 01901 Specifications will be mailed/emailed upon request to the purchasing department at [email protected] or by calling 781-586-6893.

Five (5) copies of the proposal must be sealed and marked “RFP#03-661 Legal Services” and submitted in form to the address above. Proposals will be received until 12:00 PM, March 17, 2026. A copy of proposal should be sent by email to [email protected] .

Qualified proposers should note that, in accordance with MGL Chapter 30B, Section 1 (b) (15), the procurement of labor relations and legal services is exempt from the Chapter 30B procurement process and the City reserves the right to waive any defect in a proposal and to select the firm(s) or individual(s) that the Mayor in its sole discretion determines best meets the needs of the City.

The Mayor will prepare the notice of award and awarding of this contract.

CITY OF LYNN

GRASS CUTTING AND RELATED SERVICES

 

The City of Lynn will receive bids for citywide grass cutting and related services at all parks, schools, traffic islands and designated cemetery locations.  A detailed list of locations and scope of work are included in specifications.  Contractor services include all labor, material and equipment in order to maintain landscaping at all locations in accordance with the specifications

 

Contracts will be awarded to the contractor offering the lowest price for each bid group as referenced in Bid Price Form included in specifications. Contractors do not have to bid on all bid groups to be considered.

 

Specifications may be obtained starting, Monday, February 23, 2026 at Lynn City Hall, Purchasing Department, Room 206, 3 City Hall Square, Lynn, MA 01901.  Specifications will be available via email/mail by contacting the purchasing department at 781-586-6893 or by email at: [email protected] . Fecteau Leary School
Asbestos Abatement

The City of Lynn is soliciting bids from licensed asbestos abatement contractors for the removal of asbestos contained material at Fecteau Leary School, 33 North Common Street, Lynn, Massachusetts, 01902.

The work includes asbestos abatement and related work associated with the remove of existing asbestos floor tiles, floor tile adhesive, insulation at pipe fittings (elbows, valves, tee’s etc.), and ceiling tiles on the Ground Floor.
Project cost estimated at $125,000. Work must be completed during school summer closing and completed by July 15, 2026.

Bids are subject to M.G.L. c.30, §39M and to the minimum prevailing wage rates as required by M.G.L.c.149 § § 26-27D.

Specifications maybe be obtained starting, Wednesday, February 18, 2026 at the City of Lynn Purchasing Department, Room 206, 3 City Hall Square, Lynn, MA 01901. Bids must be submitted in a sealed envelope clearly marked: IFB03-656 Fecteau Leary Asbestos Abatement. All bids must be submitted to the purchasing department at the address above no later than 11:00AM, Tuesday, March 10, 2026 and will be publicly opened, forthwith. Emailed bids will not be accepted.

Site Visit – 3:00PM, Thursday, February, 26, 2026 at 33 North Common Street, Lynn, Massachusetts, 01902. Meet outside of main entrance on North Common Street.

Bids must be accompanied by a bid deposit that is not less than (5%) of the total bid price, in the form of certified check, cashier’s check or bid bond payable to the City of Lynn.

CITY OF LYNN
REQUEST FOR PROPOSALS
34A ESSEX STREET PROPERTY SALE

The City of Lynn, through the Lynn City Council and Public Property Committee, is seeking qualified developers to submit proposals to purchase the City-owned parcel at 34A Essex Street in the City of Lynn, MA. The Lynn City Council will select the highest price proposal that meets the purpose of the RFP to create additional housing unit(s) and is not otherwise barred by law from being awarded the bid.

Requests for Proposal (RFP) specifications may be obtained starting Wednesday, February 11, 2026. Specifications will be emailed or mailed upon request to [email protected] or calling 781-586-6893.

A Pre-Submission Meeting will be held on site Wednesday, February 25, 2026 at 10:00 am. This will include a tour of the property.

Proposals must be clearly marked and submitted in a sealed envelope to the City of Lynn Purchasing Department, Room 206, 3 City Hall Square, Lynn, MA 01901 prior to 12:30 pm, Thursday, March 19, 2026. Submission must be marked on outside of envelope with “RFP #03-655 - 34A Essex Street” and submitted in form as required by RFP Specifications.

Proposal must be accompanied by proposal security in the form of Certified Check or Bid Bond payable to the “City of Lynn” in the amount of $10,000.

The City reserves the right to reject any and all proposals as may appear in the best interest of the City of Lynn. The successful proposer must be prepared to enter into a Purchase and Sale Agreement no later than thirty (30) days from the date the sale has been awarded.

Food Protection Program Services 

The City of Lynn is soliciting bids from qualified firms and/or individuals to evaluate food service establishments’ level of compliance with food safety standards by conducting inspections pursuant to 105 C.M.R. §§590.000, the FDA’s 2013 Food Code, current scientific evidence and other applicable laws and local regulations for all licensed food service establishments in the City of Lynn, MA.
