RENTAL SPACE FOR OPERATION OF A
MUNICIPAL ANIMAL KENNEL

The City of Lynn is requesting proposals of lease property for the purpose of operating a municipal kennel in the Lynn, Massachusetts as outlined in the specifications. The City is interested in approximately 1000 – 2000 square feet of ground floor rental space.

The lease will be for three (3) years, with one three (3) year renewable at the City’s sole option. Lease would begin approximately on April 1, 2026

CITY OF LYNN
REQUEST FOR PROPOSALS
LEASE OF COMMERCIAL SPACE

The City of Lynn, in partnership with the Trustees of the Grand Army of the Republic Hall and Museum (“GAR”), is accepting proposals for the lease of ground floor commercial space at 56 Andrew Street, Lynn, MA (“Commercial Space”).

Up to approximately 5,200 square feet is available, to a tenant or tenants that will support the mission of the building and its Trustees. The priority space is the ground floor space, but Trustees are willing to explore proposals that lease additional space indicated as leasable in the Concept Plan.

A Pre-Proposal Conference will be held Tuesday, August 19,2025 at 10:00AM at 56 Andrew Street, Lynn, MA 01901. Meet at the entrance. This conference will include a tour of the facilities. Additional site visits may be requested.

The City of Lynn reserves the right to reject any and all proposals as may appear in the best interest of the City. The contract will be awarded within 90 days after the proposal opening. The time for award may be extended for up to 45 additional days by mutual agreement between the City of Lynn and the Offeror.

The award is subject to the successful negotiations of an agreement which will be approved by the G.A.R. Board of Trustees, the Lynn City Council, and the Mayor.

ACCESSIBILITY UPGRADES

The CITY OF LYNN MASSACHUSETTS (Awarding Authority), acting by and through its MAYOR, invites Bids for construction of DREWICZ ELEMENTARY SCHOOL 521 CMR ACCESSIBILITY UPGRADES,34 Hood Street, Lynn, Massachusetts 01901 in accordance with the Bidding and Contract Documents prepared by the Architect, GORMAN RICHARDSON LEWIS ARCHITECTS, INC. (GRLA). Estimated Construction Cost (ECC): ECC for this Project is $470,000.

The Project includes 521 CMR Accessibility Upgrades at A. Drewicz Elementary School located at 34 Hood Street, Lynn, Massachusetts 01901. Upgrades include modifications to existing interior stairs (Stairs A, B, and D); modifications to exterior handicap ramps (Ramp A); modifications to stairs and addition of new inclined wheelchair lift (Stair C); and ADA upgrades at the Main Office transaction counter; and renovations required for accessible toilets at Levels 1, 2, and 3; and all other work indicated on the Contract Drawings.

In order to be eligible and responsible to bid on this project, General Bidders and Filed Sub- bidders shall submit with their bid, issued by the Division of Capital Asset Management and Maintenance (DCAMM), a current Certificate of Eligibility, and an Update Statement. General Bid Category – General Building Construction. Filed sub-bids are required for the following subtrades: Miscellaneous and Ornamenta
l Iron; Elevator/ Inclined Wheelchair Lifts; Plumbing; Resilient Flooring.
Each General Bid must be accompanied by a bid security in the amount of 5% of the General Bid amount.

Pre-bid site visit/walkthrough (optional) will be held by the City of Lynn at 3:30 PM, Thursday, November 20, 2025 at the project site (A. Drewicz Elementary School, 34 Hood Street, Lynn). All interested parties shall meet at the main entrance on south elevation of the school building. All Proposers are invited to attend.

34A ESSEX STREET PROPERTY SALE
FOR AFFORDABLE HOUSING

The City of Lynn, through the Lynn City Council and Public Property Committee, is seeking qualified developers to submit proposals to purchase the City-owned parcel at 34A Essex Street in the City of Lynn, MA. The Lynn City Council will select the proposal which best meets the purpose of the RFP to create affordable housing unit and is not otherwise barred by law from being awarded the bid.

Requests for Proposal (RFP) specifications may be obtained starting Wednesday, October 15, 2025. Specifications will be emailed or mailed upon request at [email protected] or calling 781-586-6893.

A Pre-Submission Meeting will be held on site Wednesday, October 29, 2025 at 10:00 am. This will include a tour of the property.

The City of Lynn is soliciting bids for the following:

195 MARKET STREET INTERIOR RENOVATION – PHASE 2

The scope of work includes but is not limited to, the interior renovation and conversion of the 2nd and 4th floor of an existing building to accommodate the needs of Lynn Public Schools. The project includes selective demolition, MEPF system upgrades, interior finishes including the construction of new partition walls, painting, resilient flooring, and acoustic ceiling tiles.

The estimated cost of the work is $4,950,000.

The project is expected to commence on or about January 5, 2026 and be completed no later than August 1, 2026. Time is of the essence for the completion of this project.

Bids are subject to M.G.L. c.149 §44A-J and to minimum wage rates as required by M.G.L. c.149 §§26 to 27H inclusive.

Bids shall be made on the basis of the Minimum Wage Rates as determined by the Commissioner of Labor and Industries, Pursuant to the Provisions of Chapter 149, Sections 26 to 27D inclusive of Massachusetts General Laws, a copy of which is attached to and is made a part of the Contract.

Bidders’ selection procedures and contract award shall be in conformity with applicable statues of the Commonwealth of Massachusetts.

The Awarding Authority reserves the right to reject any or all general bids, if it be in the public interest to do so, and to reject any sub-bid on any sub-trade if it determines that such sub-bid does not represent the sub-bid of a person competent to perform the work as specified or that less than three such sub-bids were received and that the prices are not reasonable for acceptance without further competition.

CLASSICAL HIGH SCHOOL
(HOUSE DOCTOR)

The City of Lynn invites qualified firms and individuals to submit Statements of Qualifications for the performance of engineering and architectural consulting services on an on-call or as needed basis for Lynn Classical High School buildings and property. The contract period will be for a three-year term and up to five-years with city council approval. The scope of work includes investigating, evaluating, and preparing assessments, systems commissioning, studies and/or final design and construction administration services for renovations, alterations, structural repairs, utility relocation/repairs, air quality surveys, structural monitoring, to the Lynn Classical High School.

The Scope of these services shall include but not be limited to: architecture, interior architectural design, civil, structural, soils, land surveying and environmental engineering services.
Design Fee: Fees for Services will be negotiated for each determined project, after the award and as stated in the Contract, as a total Fixed Dollar Amount.

Request for Qualifications (RFQ) may be obtained starting Wednesday, November 12, 2025 at Lynn City Hall Purchasing Department, Room 206, 3 City Hall Square, Lynn, MA 01901.
