General Construction Services

The City of Lynn is soliciting bids from licensed general construction companies to provide installation and repair services on an as needed basis in all school, municipal buildings and other public properties located in Lynn Massachusetts. Work may include but not limited to; carpentry, painting, flooring, glazing, demolition, masonry and plastering.

Estimated annual spending is $3-$4 Million. Bids are subject to M.G.L. c.149 and to the minimum wage rates as required by M.G.L.c.149 §§ 26 - 27H.

All General Bids must be accompanied by a copy of a Department of Capital Asset Management and Maintenance (DCAMM) “Certificate of Eligibility” (DCAMM Form CQ-7) and a “Contractor Update Statement” (DCAMM Form CQ-3). The category of work for which the Bidder must certified is: General Building Construction

Bid must be accompanied by a bid deposit that is not less than five (5%) of the total bid price in the form of certified check, cashier’s check or bid bond payable to the City of Lynn.

Specifications may be obtained starting, Wednesday, April 16, 2025 at Lynn City Hall, Purchasing Department, Room 205, 3 City Hall Square, Lynn, MA 01901. INVITATION FOR BID
SUPPLY OF DIESEL FUEL FOR GENERATOR

The City of Lynn will receive bids for the daily inspection and supply of diesel fuel to a temporary generator located at the intersection of Eastern Avenue and Humphrey Street, Lynn MA. Generator is being used to power a UV Water Treatment System for King’s Beach.

Specifications may be obtained starting, Monday, April 14, 2025 at the City of Lynn Purchasing Department, Room 205, 3 City Hall Square, Lynn, MA 01901. Specifications are available by email upon request at [email protected]. Specifications are available until the due date specified below.

Bids must be submitted in a sealed envelope clearly marked: Bid# 03-612 Supply of Diesel Fuel for Generator. All bids must be submitted to the purchasing department at the address above no later than 12:00pm on Tuesday, April 29, 2025 and will be publicly opened, forthwith. Restoration of Lynn Common Iron Fence

The City of Lynn is soliciting quotes from qualified contractors for the Restoration of the historic cast iron fence at the Lynn Common, including installation of provided parts. Work shall include the installation of new and salvaged castings and the restoration in place of existing fence components.

Quotes are subject to higher rate between state prevailing wage rates as required by M.G.L. c.l49 §§26 to 27H inclusive and Federal Davis Bacon Wage Rates. 50% Payment Bond of total quote price is required for any contract over $25K.

The City of Lynn is accepting proposals for lease of:

PROFESSIONAL MANAGEMENT AND MAINTENANCE
FOR THE LARRY W. GANNON MUNICIPAL GOLF COURSE
AND ASSOCIATED BANQUET/RESTAURANT FACILITIES
60 GREAT WOODS ROAD, LYNN, MA. 01904

The lease would commence on January 1, 2026 and expire on December 31, 2030. There will be a one-year mutual extension option.

Requests for Proposals, with Qualifications, may be obtained starting Wednesday, April 16, 2025, 8:30 A.M. at Lynn City Hall, Purchasing Department, Room 205, 3 City Hall Square, Lynn, MA 01901.

Proposals must be submitted in accordance to the specifications to the Purchasing Department, Room 205, Lynn, City Hall, Lynn, MA prior to 12:00 P.M., Thursday, May 29, 2025.

A Pre-Proposal Conference will be held Tuesday, May 6, 2025 at 10:00 A.M. at the Gannon Municipal Golf Course, 60 Great Woods Road, Lynn, MA. Meet at the entrance. This conference will include a tour of the facilities.

Each proposal must be accompanied by a BID DEPOSIT IN THE AMOUNT OF TEN PERCENT (10%) OF THE BASE BID FOR THE FIRST LEASE YEAR in the form of Certified Check, Cashier's Check or Bid Bond payable to the City of Lynn and will become the property of the City of Lynn on the failure of the successful bidder to sign a contract within fourteen (14) days after notification of acceptance of the proposal or by other default.

A PERFORMANCE BOND IN THE AMOUNT OF TWO HUNDRED FIFTY THOUSAND DOLLARS ($250,000.00) IS REQUIRED OF THE SUCCESSFUL BIDDER. All bonds submitted to the City of Lynn must be issued by an Insurance Company licensed to issue bonds in the Commonwealth of Massachusetts and approved by the U.S. Department of the Treasury. All bonds must be satisfactory in form to the City Solicitor.

The City reserves the right to reject any and all proposals as may appear in the best interest of the City of Lynn.

The Award of this contract is by the Mayor and the Purchasing Agent of the City of Lynn and will be awarded within thirty (30) days after the Proposal opening.

Fire Alarm Replacement

The CITY OF LYNN, the Awarding Authority, invites sealed bids from Contractors for the Fire Alarm Replacement - Fecteau-Leary Middle School at Fecteau-Leary Middle School in Lynn, Massachusetts, in accordance with the documents prepared by GGD CONSULTING ENGINEERS, INC..

The Project consists of but not limited to:
Full fire alarm system replacement including all notification and initiation devices. A new, addressable, fire alarm and detection system with voice evacuation, which shall have 60- hours of battery back-up and 15 minutes of alarm shall be provided with all associated appurtenances such as smoke detectors, heat detectors, speaker/strobes, and pull stations. The new fire alarm control panel is replacing an existing fire alarm control panel that serves Fecteau-Leary and Cobbert Buildings and the existing signaling devices in Cobbert Building will be repowered to the new fire alarm control panel.

The work is estimated to cost $317,930.00.

All bidding Requests for Information (RFIs) shall be submitted online by 05/01/2025 at 3:00PM EDT for general bids.

Bids are subject to M.G.L. c.149 §44A-J & to minimum wage rates as required by M.G.L. c.149 §§26 to 27H inclusive.
