OVERVIEW:
Under the direction of the City of Lynn Director of Public Health, the Community Transportation Coordinator will work under the confines of a Mass. Dept. of Transportation (DOT) Mobility Grant serving seniors, individuals with disabilities, and low-income families by helping to access transportation services, organizing and referring, as needed, services through approved public and private transportation programs. The Community Transportation Coordinator will work with multiple transportation providers in Lynn in order to maximize the use of existing services and connectivity for residents. This position also requires driving a City vehicle to coordinate and implement routes as well as recruiting/training volunteers to provide transportation supports for residents in need. It includes screening and implementing shared City of Lynn and Mass. Department of Transportation goals including: collecting and coordinating transportation related data, facilitating transportation meetings for Lynn transportation stakeholders, creating effective transportation routes, spearhead transportation-related community events, and lead the creation of a Lynn-specific transportation plan.

• Assess resident needs related to transportation, particularly the most vulnerable
• Grow partnerships with local transportation services
• Track and compile data for grant requirements including program and financial reports
• Create and/or assist in creating planning documents, data collection, stakeholder meeting coordination and direct resident engagement
• Present program information to various stakeholders individually and in groups
• Recruit and train driving volunteers
• Operate a 6-passenger, wheelchair accessible vehicle
• Considered a mandated reporter of suspected abuse and neglect

DUTIES AND RESPONSIBILITIES:
The responsibilities of the Transportation Coordinator shall include, but are not limited to the following:

• Devising and working to implement a transportation plan for seniors, individuals with disabilities, and low-income families who reside in the targeted areas who need additional help in finding and accessing transportation services.
• Promoting the availability of all known transportation providers, and human services organizations to obtain information on public and private transportation services.
• Promoting the availability of the mobility coordination services; especially in the targeted service areas.
• Facilitating access to transportation services for seniors, individuals with disabilities, and low-income families targeting specific geographical areas in the Lynn/NorthShore.
• Organizing transportation programming for transportation services on behalf of individuals with disabilities, seniors, and low-income residents residing in targeted areas where and when an existing service is not available.
• Capturing, compiling and reporting of monthly and year to date program data as needed to comply with the program requirements.
• Determining if needs of a percentage of callers/individuals are met via a systematic follow- up/reporting on at least a monthly basis.
• Planning and participating in, as needed facilitating, meetings with stakeholders to gain input and provide information that will strengthen the programs ability to meet identified objectives.
• Recruit and properly train volunteers.
• Other duties as assigned by the Director of Public Health.

KNOWLEDGE, SKILLS, ABILITIES, AND REQUIREMENTS:
• General knowledge of issues of importance to seniors, residents with disabilities, and the ability to understand individual needs and problems related to mobility.
• General knowledge of consumer and civil rights and of seniors and residents with disabilities as well as the ability to learn more detailed information related to the rights of persons with disabilities.
• Ability to establish and maintain effective working relationships with co-workers, residents, community agencies and organizations, transportation providers and the general public.
• Ability to work independently, as well as with groups and stakeholders.
• Ability to learn and document the geography of the North Shore (including GIS mapping) with the ability to drive to destinations necessary to the job.
• Skill in using basic computer programs and the ability to learn new programs as needed.
• Ability to develop and compose correspondence, reports, public relations materials and training modules.

Education and Experience: Bachelor’s degree preferred. Experience working with seniors, people with disabilities, and vulnerable communities preferred. Experience in public transportation, public health, or public administration/business management or human services required.
