The City of Lynn (“City”) provide for a procurement system of quality and integrity; provide for fair and open competition and equitable treatment of all persons or firms involved in purchasing by the City; ensure that supplies and services (including construction) are procured efficiently, effectively, and at the most favorable prices available to the City; promote competition in contracting; and assure that City purchasing actions are in full compliance with applicable Commonwealth of Massachusetts General Laws, local laws and Federal procurement laws if required.

All procurement and contracting activities of the City are conducted in accordance with all applicable provisions of M.G.L. Chapter 30B; M.G.L. Chapter 30, Section 39M; and M.G.L. Chapter 149 Sections 44 A-J, M.G.L. c. 7, §§38 A½-O and  Federal Regulations at 24 CFR85.36 if applicable.

Request For Proposals
ALERT: All Lynn Emergency Response Team
Implementation Plan & Strategy

The City of Lynn is requesting proposals from qualified consultants (contractor) who will successfully guide the City of Lynn and community stakeholders through the creation of a plan and implementation strategy for an unarmed response team (ALERT).

Specifications may be obtained starting Thursday, February 17, 2022 at the City of Lynn Purchasing Department, Room 205, 3 City Hall Square, Lynn, MA 01901.  Specifications are available by email/mail on request at or calling 781-586-6893. Specifications are available until the due date specified below. Reference RFP#03-430 when making request.

Non-Price proposals and price proposals must be sealed and clearly marked in separate envelopes as outlined in request for proposal specifications. Any proposal not received in this manner will be rejected.  Emailed proposals will not be accepted.

Proposals in form must be submitted to the City of Lynn at the above address no later than 11:00AM EST, Tuesday, March 24th, 2022.

The City of Lynn reserves the right to waive any informality in or to reject any or all proposals or any part thereof and make award as may appear in the best interest of the City.

The City of Lynn Purchasing Agent will prepare the notice of award and awarding of this contract.

Any vendors wishing to become an approved supplier to the City of Lynn for supplies or services should forward a letter of introduction. The letter of introduction, on company letterhead, shall include all pertinent business information including a list of supplies and/or services for which you wish to be considered.
