Mayor Thomas McGee and Lynn Racial Justice Coalition Share Progress
After One Year of Meetings: Posted July 2021 |
Mayor Thomas McGee and the Lynn Racial Justice Coalition (LRJC) are pleased to share the progress and updates on their collaboration to improve racial equity in the City of Lynn.
In the wake of the murders of George Floyd and Breonna Taylor and the nationwide reckoning on race, the LRJC was formed initially through an effort to pursue racial justice by securing funding for an unarmed crisis response team in the FY21 Budget.
In June of 2020, Nicole McClain, of Prevent the Cycle, filed a citizen’s petition to request a public hearing to discuss a number of topics related to racial justice including, reactivating the Human Rights Commission, Diversity, Equity and Inclusion Training for all City of Lynn Employees and a number of suggested police reforms such as review of the Use of Force Policy and the implementation of Police worn body cameras.
Since the events of last summer, there have been a number of actions and accomplishments made by Mayor McGee and the City of Lynn in collaboration with the Lynn Racial Justice Coalition, which includes:
-
Mayor McGee made a commitment to meet monthly with the LRJC to strategize on a broader range of issues that would advance racial justice in the City of Lynn. As an initial sign of support after the first meetings, Mayor McGee established a $25,000 Equity and Inclusion Assessment Fund to support this work in the FY21 City of Lynn budget, which was later approved by the Lynn City Council.
-
A public hearing occurred on October 24th, 2020, in response to the petition filed by Prevent the Cycle. After that hearing, the City Council voted to request that the Mayor examine the issues that were discussed at the public hearing in partnership with the LRJC:
-
The implementation of Police worn body cameras
- The creation of an Unarmed Crisis Response Unit
-
Establishing a Civilian Review Board of the Police in the City of Lynn
-
The Lynn Police Department Use of Force Policy was updated and the Mayor negotiated and reached an agreement with the Lynn Police Association to implement Police body worn cameras on all Patrol Officers in December of 2020. The body worn cameras program was fully implemented in all Lynn Police Patrol Officers as of the end of April.
-
The City is also currently participating in a technical assistance grant program to establish a City of Lynn Racial Equity Municipal Action Plan in partnership with the Metropolitan Area Planning Council, Federal Reserve Bank of Boston & the Government Alliance on Race & Equity.
-
The Mayor worked with the LRJC to establish the City’s first ever Diversity, Equity and Inclusion Officer, and Faustina Cuevas started in this role last month.
-
The LRJC has been working on building momentum for the creation of an Unarmed Crisis Response Team within the City of Lynn. Initial efforts for this have included preliminary research by students from the Northeastern University Dukakis Center for Urban and Regional Policy.
- The Mayor included in his FY22 Budget, which was passed by the City Council on Tuesday, June 22nd, a $500,000-line item to fund the further research and Phase 1 implementation of the All Lynn Emergency Response Team (ALERT). This investment reflects the City’s commitment to addressing systemic racism and pursuing equitable public safety for all.
Using the Northeastern students’ report as a roadmap starting point, the City is now onboarding a consultant who will work in consultation with the LRJC and a number of other City and community stakeholders, to further research, guide, advise, and develop the planning, design, and implementation details of a feasible Phase 1 ALERT model that will be successful for our City.
