Welcome to the Purchasing Department

The Purchasing Department was created in 1982 by Mayor Antonio Marino to centralize all procurement activity for the City of Lynn in response to new procurement regulations defined by the State Legislature. The Purchasing Department processes all procurement requests for all Municipal Departments and the School Department using the MUNIS System as the primary database. In 1999, the purchasing process became fully automated with direct input of all requests for material through purchase order placement.

The Purchasing Department's mission is to administer the use of the applicable Massachusetts General Laws, MGL, to all procurements to guarantee fair and level competition resulting in the best value to the City of Lynn.

Request for Quote
Remove and Replace Basketball Courts at Keaney Park

The City of Lynn is soliciting quotes from qualified contractors for the removal and replacement of the asphalt surface on the basketball courts located at Keaney Park located behind 50 Goodrich Street, Lynn, MA

Work is estimated at $40,000. Contractor is responsible for all labor, material and equipment needed to complete project.

The Contractor will complete work within forty five (45 days) following the City of Lynn’s Notice to Proceed.  The Contractor will furnish all labor, materials, tools and equipment necessary and will complete the work as specified and as shown on the specifications. The Contractor must be able to show at least five (5) years’ experience on contracts of similar size and complexity. References must be supplied upon request.

Project specifications are available starting March 6, 2019. Requests may be made to purchasing@lynnma.gov or by picking up at the address referenced below.

Quotes are subject to M.G.L. c.149 §44A (2) (B) & to state prevailing wage rates as required by M.G.L. c.l49 §§26 to 27H inclusive.

PLEASE NOTE:  This project includes Federal funds  The Federal Davis Bacon Wages Rates are attached in addition to the State Rates.  Contractors are responsible to pay the higher rate amount between the State and Federal Rates

Permit Fee will be waived by City of Lynn Inspectional Services Department.

The City of Lynn reserves the right to waive any informality in or to reject any or all bids or any part thereof and make award as may appear in the best interest of the City.

The City of Lynn Purchasing Agent will prepare the notice of the award and the actual awarding of this contract.
