Duties and Qualifications
Overview: The City of Lynn seeks a dynamic, forward-thinking, innovative, and inclusive partner to serve as the City’s first Diversity, Equity, and Inclusion Officer. The DEI officer will report to the Mayor and serve as an advisor to the City Council, Department Heads, and City Boards and Commissions on equity and justice issues. The DEI officer will play a lead role in developing strategies and initiatives to ensure greater diversity, equity, and inclusion throughout Lynn’s municipal government and the community at large.
Duties of the Diversity, Equity, and Inclusion Officer include, but are not limited to:
Take the lead role in developing strategies and policy to advance understanding of equity issues throughout all aspects of municipal government.
Represent the City as a partner with community groups, local businesses, and other agencies to affirm Lynn’s commitment to diversity, equity, and inclusion throughout the community.
Implement and execute an annual DEI review of all City operations, including equitable access to City programs and initiatives for all populations.
Work with the Personnel Director to amplify diversity efforts, and employee recruitment/retention programs that serve to broaden the network of applicants for city employment and promote systemic institutional change.
Develop and implement a Diversity, Equity, and Inclusion (DEI) training program for all city staff.
Work with Public Safety agencies to create a recruitment initiative for Black, Indigenous, people of color (BIPOC) to participate in the Municipal Police and Firefighter Exams through the state Human Resources Division.
Enhance the recruitment/retention program for members of City Boards and Commissions, promoting diversity and representation, including DEI training opportunities.
Assist the Personnel Director and City Solicitor with the investigation of claims of discrimination/disparate treatment.
Assist with developing an intern/fellowship program for high school and college age students to learn more about opportunities to serve in municipal government.
Engage the Purchasing Department in an annual review of municipal vendors and develop policies and practices aimed at ensuring access for women, LGBTQIA, and BIPOC business owners.
Work with the Mayor and/or the Human Rights Commission to organize listening sessions and other programs aimed at informing policies to eliminate social and racial disparities within the City of Lynn.
Serve as the Mayor’s liaison and provide professional support to the city’s Human Rights Commission.
Serve as team lead for the Lynn Racial Equity & Inclusion Task Force in collaboration with the Metropolitan Area Planning Council (MAPC), Government Alliance on Race and Equity (GARE), and the Federal Reserve Bank of Boston (FRBB) as part of their Racial Equity and Municipal Action Plan (REMAP) process.
Bachelor’s degree in organizational development, social work, psychology, business administration, education, or related field.
Knowledge of commonly used organizational diversity and education resources, concepts, practices, and procedures. Working knowledge of design and development of such programs.
Professional experience developing programs to increase cultural competence and implementing DEI initiatives highly preferred.
Excellent interpersonal and organizational skills.
Ability to manage and receive confidential information.
