Duties and Qualifications
The City of Lynn Comptroller seeks a diligent, conscientious, and detail-oriented finance
professional to serve as Assistant Comptroller. The Assistant Comptroller will assist with
administering fiscal controls, overseeing the office’s daily operations, serving as a liaison with
other city departments, and is a key member of the city’s financial team.
Duties & Qualifications:
Assists Comptroller by performing and coordinating administrative support services. Acts as principal assistant on all administrative matters.
Coordinates fiscal procedures within the departmental unit including: budget implementation and control, confirming that the expenditures are in accord with allocation of funds. Collects data and assists in preparation for the administrative aspects of the annual budget.
Assists in planning and implementing administrative improvements including organizational changes and work systems. Plans, schedules and/or attends meetings and conferences, and prepares reports when necessary.
Keeps informed of new and revised personnel policy statements, regulations, directives, and other communications issued by the personnel office. Participates in the screening of candidates for employment with the Comptroller’s Office, including job interviews and employee on-boarding.
Keeps record for the preparation of administrative reports with regard to: time and attendance records, leaves, termination, new employees, transfers for fiscal expenditures and statistical records. Handles all payroll related data and maintains all personnel records.
Supervises office operations, daily routine, and work flow.
Coordinates departmental services: such as maintenance, repairs, procuring supplies, and mail.
Signs reports, letters, files and records. Operates and maintains a variety of office equipment. Purchases office supplies and maintains inventory.
Conducts business with the public, employees and other departments. Answers questions while exercising good judgment and knowledge. Provides information on policies, procedures, services, ordinances along with the application requirements.
Responsible for the creation, coding, entering of revenue, auditing, entering and correction of all City invoices.
Prepares reports for department heads regarding appropriations and expenditures; Annually prepares and furnishes to Department of Revenue a Schedule A, statement of public debt, and the Balance Sheet.
Bachelor’s Degree in Finance, Business Administration, Accounting and/or several years’ experience with progressive responsibility in finance or accounting highly preferred.
Familiarity with MUNIS software and proficiency in the use of Word, Excel, and presentation applications preferred.
Strong knowledge of generally accepted accounting principles (GAAP), Uniform Municipal Accounting System (UMAS), and Governmental Accounting Standards Board (GASB) regulations and certification as a Massachusetts Municipal Accountant preferred.
